IMF says govt may have to ditch sugar industry and Air J

The International Monetary Fund (IMF) says the government might have to make tough decisions regarding the future of the ailing sugar industry and the cash-strapped national airline Air Jamaica.

In its interim staff report on Jamaica, released Tuesday, the IMF says the time has come for the authorities to act decisively to deal with the soaring losses from the sugar industry and might have to give up Air Jamaica if there is no turn around in its financial performance.The government has been in control of Air Jamaica since December 2004 when it reclaimed it from the Butch Stewart-led Air Jamaica Acquisition Group.But with no clear sign of what will become of the airline, the IMF is worried that it will remain a long-term financial burden on the government.The IMF says it is concerned that Air Jamaica continues to rack up losses despite the implementation of a restructuring plan.As a result, it says if the airline's restructuring plan fails to steadily improve its financial state the authorities might have to reconsider the merits of maintaining the entity.Turning to sugar, the IMF says plans to diversify the industry into cane-based products such as ethanol and power co-generation might not be a good idea.The Fund believes such a move will not be cost-effective.However, it acknowledged that the issue was complicated because of the need to protect the large number of persons dependent on the sugar industry.It says there is significant potential for rural areas to help supply the rapidly growing hotel sector with local produce and the focus should therefore be on helping cane farmers make the transition to other activities.


LETTERS ETHANOL

I keep hearing about ethanol and other alternative fuels and how it is supposed to be cheaper than regular gasoline. But when I search for a station that says they sell it, often they are sold out.

Correct me if I'm wrong, but I thought companies were in business to make profits. If one single gas station that sells E-85 in Overland Park is constantly sold out, wouldn't that sort of raise some eyebrows?

Why aren't other gas stations carrying this product? And what is keeping local governments from using it? Especially with regular gas prices hovering just below $3 a gallon.

A person could save money using this fuel. Or are we so addicted to unleaded gasoline that other fuels seem just too ridiculous?

I guess my main question is, besides the one ethanol gas station in Overland Park, where can I buy this alternate fuel?

Ethanol ProcurementFor Blending With Petrol: OMCs Commence ...

The Petroleum and Natural Gas Minister Shri Murli Deora has directed Oil Marketing Companies (OMCs) for early implementation of the Ethanol Blended Petrol (EBP) Programme on a national scale. In this connection, the process of procurement of ethanol by the OMCs through national competitive bidding has commenced as OMCs have begun issuing public notice for procurement of indigenous anhydrous ethanol in different States.

With this the stage is set for taking up the national programme for blending 5% ethanol with petrol countrywide except North East, J&K, Lakshadweep and Andaman & Nicobar Islands, w.e.f. 1st November 2006. Earlier, the 5% ethanol blended programme (EBP) was started in nine sugarcane growing States and contiguous Union Territories (UTs) in 2003. This however did not make substantial headway for a number of reasons viz decline in sugarcane production, restrictions on interstate movement of ethanol and the backing out by suppliers, etc.


Corn ethanol's promise rings hollow

Ethanol (ethyl alcohol) shows great promise as an alternative fuel. But the public's infatuation with corn ethanol obscures the fact that the phenomenon could harm farm production.

Estimates show that of the 5 billion gallons of ethanol expected to be produced this year at about 100 conversion installations in the United States, nearly all of it will be derived from corn.

Most of the ethanol comes from the Midwest, though plants are also popping up in other regions, such as the recent announcement about a Clearfield County facility, the first ethanol plant in Pennsylvania and one of the largest in the East.

Although ethanol has been a substantial source of income for corn farmers, consumers are paying more for automotive fuel.

Most of the ethanol is being used to make gasohol, a mixture of up to 10 percent ethanol with gasoline.
